「行う」、「実行する」は、常に「perform」、「execute」、「carry out」と訳せるわけではありません。

日本語：基板の表面に処理を行う手段
英語（誤）：a means for performing a treatment on the surface of a substrate
英語（正）：a means for treating the surface of a substrate
